How to Estimate Labor Hours for Janitorial Bids: Sq Ft vs Task Time

  • Periodic and project time: monthly burnishing, quarterly carpet extraction, high dusting, vent wipe-down, strip and wax. These are in your specs whether or not they are in your hours.

1. The production rate method (top down)

You measure cleanable square footage, assign a production rate in square feet per hour to each space type, and divide. Total the results and you have nightly hours.

The judgment is entirely in the rate, and the rate swings hard with obstruction density, floor type, cleaning frequency, and the level of clean the client expects. APPA describes five levels of cleanliness for facilities, and the same room cleaned to level 2 versus level 3 is not the same job or the same rate.

2. The time and task method (bottom up)

You count things instead of measuring space: restroom fixtures, dispensers, desks, doors, entry mats, stair flights. Then you assign a time to each task, multiply by frequency, and add it up.

ISSA publishes task-level time standards for janitorial work in its Cleaning Times reference, which is the closest thing the industry has to a shared clock. It is the method government, healthcare, and education RFPs respect, because you can show your work line by line.

Failure mode: task times assume a steady pace and ignore walking. In a building with eight restrooms spread across three floors, travel between tasks is real labor. Add it explicitly or your bottom-up total will come in too low.

3. The benchmark clean (measure, do not model)

You put a cleaner in the actual building, or in the closest comparable account you already service, and time the work. One floor, one wing, one full night. Then you scale.

This is the most accurate method available to you and the least used, because it takes access and calendar time. When you can get it, nothing else compares: you are pricing your own crew's real pace with your own equipment, not a national average.

Failure mode: a single night is noisy. A trial clean on a Friday after a busy week is slower than a Tuesday. Time two nights if you can, and note anything unusual in the building that night.

What you must leave the walkthrough with

How to build production rates from your own accounts

Published rates are a sanity check. Your own rates are the estimate. If you have been running accounts for a year, you already own the data.

  1. Pick three to five current accounts that resemble the bid in space type and frequency.
  2. Pull actual clocked hours per location for a full month, not scheduled hours.
  3. Subtract travel, supply runs, and supervisor visits so you are left with productive cleaning hours.
  4. Divide cleanable square footage by productive hours per service to get your real rate.
  5. Do this by space type where you can. Restrooms and exam rooms should never sit inside an office rate.
  6. Rebuild the table each time you add a materially different building type to your book.

A line-item estimate referencing a recognized time standard survives that conversation. A production rate does not. Budget the extra hours of estimating time as a cost of playing in that market.

Taking over an occupied building from an incumbent

Benchmark clean, or the closest thing you can get to one. Ask what staffing the incumbent ran and why the client is unhappy, because the reason is usually that the hours were too thin for the spec. Then model the hours the spec actually requires and be ready to explain why your number is higher. Winning that account at the incumbent's hours means inheriting the incumbent's complaints.

Multi-site route work, small buildings, one cleaner per stop

Production rates for the cleaning, but the deciding factor is drive time between stops. On a route of six small offices, windshield time can rival cleaning time. Price it explicitly per stop, in the same estimate, or the route will quietly lose money while every individual building looks profitable.


Frequently asked questions about estimating janitorial labor hours

Should I bid on gross square footage or cleanable square footage?

Cleanable, always. Gross area includes mechanical rooms, shafts, wall thickness, and spaces you are not touching, and it can run well above what you actually service. Get cleanable footage from the walkthrough or from a floor plan you verify yourself. If the client only gives you a gross number, say in writing which spaces your hours cover.

How do I estimate hours if the client will not let me walk the building?

Bid it conditionally or pass.
