Nobody loses a janitorial account because the supply closet was eight square feet too small. They lose it because a cleaner walked down two floors at 9:40 p.m. to find a spray bottle that nobody restocked, and the restroom on four got skipped for the third night that week.
The sizing ratio everyone quotes is real and it is useful, but on its own it is close to meaningless. A 120 square foot closet in the wrong corner of the basement costs you more labor than three tight closets placed where the work actually happens.

How big should a janitorial closet be?
The 1 square foot per 1,000 ratio comes out of institutional facility design standards, the kind universities and school districts publish for new construction. It is a planning rule of thumb, not a code requirement, and it describes total custodial storage across a building rather than any single room.
Run it on a real building. A 120,000 square foot, five story suburban office property gets 120 square feet of custodial space total, which divides to 24 square feet per floor. That is a broom cupboard. You cannot park a 26 inch janitor cart in it, open the door and reach a mop sink at the same time.
So the ratio needs a floor. In practice, a closet that has to serve a cart, a mop sink, a wet zone and shelving needs about 40 square feet minimum, and closer to 60 if a floor machine or auto scrubber lives there. On the 120,000 square foot example, that means two floors get a 40 square foot working closet and the remaining three get satellite closets of 20 to 25 square feet stocked with consumables only.
The ratio also breaks in the other direction. High-touch density changes the math more than square footage does: a 40,000 square foot medical office with fourteen restrooms needs far more consumable storage than a 40,000 square foot warehouse with two.

What a badly placed closet actually costs per year
This is the arithmetic that changes minds when you take it to the building. All figures below are illustrative and the assumptions are stated so you can substitute your own.
Take the same 120,000 square foot, five story office. Eight cleaners, five nights a week, one central closet on the ground floor because that is where the mop sink was plumbed in 1988.
Assume each cleaner makes three unplanned trips to that closet per shift, and each round trip from an upper floor averages six minutes including the elevator wait. That is 18 minutes per cleaner per night, 144 minutes across the crew, or 2.4 hours a night.
At an illustrative loaded labor cost of $22 per hour, that is $52.80 a night. Over 260 service nights it is $13,728 a year of paid walking. Pull your own loaded rate: start with the current median wage for SOC 37-2011, Janitors and Cleaners, in the BLS Occupational Employment and Wage Statistics, then add your payroll burden, insurance and overhead multiplier.
Now the fix. Two satellite closets on floors three and four, stocked with consumables and a spare set of bottles, cut the average round trip to two minutes. Same three trips, same eight cleaners: 48 minutes a night instead of 144. You just bought back roughly two thirds of that number for the cost of shelving and a second set of chemicals.
How many supplies should you keep in the closet?
Overstocking a closet is not a safety problem until the paper stacks reach the sprinkler heads, but it is a cash problem and it is why nobody can find the pH-neutral cleaner. Understocking is worse, because it converts into skipped tasks and inspection failures.
The par formula is simple: average weekly usage multiplied by weeks between deliveries, multiplied by 1.5 for safety stock.
Worked example. A floor burns 24 rolls of toilet tissue a week and you deliver every two weeks. Par is 24 x 2 x 1.5, which equals 72 rolls. Write 72 on the shelf label. Anyone below the line at the end of a shift files a supply request. Nobody has to guess.
Do the same for liners by gauge and size, hand towel, hand soap, and each chemical concentrate. Five or six par lines per closet is usually enough. If your closet has 25 line items, you are storing duplicates of the same function under different brand names.
What OSHA and fire code actually require inside a janitorial closet
Building engineers and safety auditors look for a short, predictable list. None of it is expensive to comply with. All of it shows up on inspection reports when it is missing.
- Labeled secondary containers: every spray bottle you fill from a concentrate needs a product identifier and general hazard information under OSHA 29 CFR 1910.1200(f)(6). A piece of masking tape with "glass" written on it does not qualify.
- Accessible SDS: Safety Data Sheets must be readily accessible to employees during every shift, per 1910.1200(g)(8). A binder in the closet works. So does a QR code on the door that opens the sheets on a phone, as long as it works without a login the cleaner does not have.
- 18 inches under sprinklers: NFPA 13 requires clear space below sprinkler deflectors. Top shelves loaded with bulk toilet tissue are the most common violation in a janitorial closet.
- Clear electrical panels: NEC Article 110.26(B) prohibits using the required working space in front of a panel for storage. If your closet doubles as an electrical room, the floor in front of the panel stays empty.
- Unobstructed egress: carts, pallets and bulk deliveries cannot block exit routes or exit access, per 1910.37(a)(3).
- Orderly, stable storage: 1910.22(a) and 1910.176(c) require storage areas to be kept clean, orderly and free of tripping and fire hazards. Heavy items go low.
