Every scheduling conversation in this business eventually lands on the same figure: a cleaner covers about 3,000 square feet an hour. That number is real, and used on its own it will quietly break your labor budget.

It describes open carpet. It says nothing about the six restrooms, the badge-in wait at the dock, the elevator that eats ninety seconds a trip, or the twelve minutes your closer spends checking doors and setting the alarm.

Schedule cleaning shifts from budgeted hours, not headcount. Divide each building's cleanable square footage by a realistic production rate, add fixed minutes for restrooms, trash runs, setup and lockup, then assign people to that total. In most nightly office work, operators plan on 2,000 to 3,500 cleanable square feet per paid cleaner-hour, all in.

Two caveats matter for contract cleaners. APPA assumes a full shift with breaks, project work and stocking time folded in, while your nightly crew may work a 5-hour production shift with the closet already stocked.

That is why a well-run contract route often beats APPA density on paper. It is also why an operator who assumes Level 2 staffing will overstaff, and one who bids at Level 3 density and promises Level 2 results will fail an inspection within a quarter.

What is a realistic square feet per cleaner-hour rate?

ISSA publishes task-level cleaning times rather than blanket square-foot rates, and that is the more honest way to think. Its reference times are per fixture, per unit, per task: minutes to service a toilet, to spot-mop a corridor, to detail a break room sink.

A square-foot rate is just the output of a task build divided by area. When you quote one without doing the build, you are guessing and calling it a benchmark.

Useful planning rates for nightly office work, before restrooms and fixed tasks are added:

  • Open workstation areas: the fastest space you have, because the vacuum runs in long lines.
  • Private offices and conference rooms: materially slower, because every door is a stop, a trash can and a table wipe.
  • Lobbies, corridors and stairwells: fast per square foot on the floor, slow on glass and touchpoints.
  • Restrooms: never rate these per square foot. Rate them per fixture and per room.
  • Break rooms and pantries: small footprint, disproportionate time, highest complaint risk.

How many hours should a 50,000 sq ft office take? Work the math

Take an illustrative building. Meridian Office Park is 50,000 gross square feet, five nights a week, standard tenant office use. After removing shafts, mechanical rooms and tenant-restricted areas, cleanable area is 46,000 square feet.

Call it 16.25 budgeted hours per night. The effective production rate is 46,000 divided by 16.25, or roughly 2,830 cleanable square feet per paid cleaner-hour.

Notice that this is well below the 3,200 rate assumed for the largest single space. The all-in number is always lower than the headline number, and the all-in number is the one that has to survive contact with payroll.

Now sanity-check it against APPA. At Level 2 density, 46,000 square feet needs roughly 2.3 to 2.6 custodians per 8-hour shift, which is 18.4 to 20.4 hours. The task build came in about 10 to 20 percent leaner.

That gap is not automatically wrong. A production-only night route with no day duties should be leaner. But if your build is 40 percent under APPA Level 2 and you promised Level 2 results, the schedule is fiction.

Turning 16.25 hours into an actual shift plan

Three cleaners at 5.4 hours each covers it. So does four cleaners at just over 4 hours each.

The three-person version is usually the better schedule. Longer shifts are easier to staff and hold, there is less unpaid setup overhead spread across more people, and in states with reporting-time or call-in pay rules, California and New York among them, short shifts carry more exposure when a building closes unexpectedly.

Weekly, that is 81.25 paid hours. At an illustrative fully loaded rate of $20 per hour, including payroll taxes, workers comp and paid time off, the labor line is $1,625 per week and roughly $7,040 per month at 4.333 weeks. How many floaters do you need to cover callouts?

Stop guessing at a ratio and calculate it. Count the shifts you scheduled last month and the shifts nobody worked, then divide.

If you scheduled 600 cleaner-shifts and 24 went unworked, your callout rate is 4 percent. On a night with 40 people scheduled, expect between one and two no-shows. That is your float requirement, and it is a number you can defend to yourself at 6 p.m. on a Tuesday.

Break it out by weekday before you staff to the average. Many operators find their callout rate is not flat across the week, and a single blended figure will leave you short on exactly the night you were already thin.

When does a cleaning schedule create overtime you never priced?

Under the Fair Labor Standards Act, nonexempt employees earn one and a half times their regular rate for hours worked over 40 in a workweek. The trap in janitorial is that the 40 hours are counted per employer, not per building.

Put a cleaner on a 25-hour night route and a 20-hour weekend strip crew and you have bought five hours of overtime, even though each account was bid at straight time. Schedule software that shows one site at a time makes this invisible until payroll runs.

Travel is the second leak. Per DOL Wage and Hour Division guidance on hours worked, travel from one job site to another during the workday is compensable time. The commute from home to the first site and from the last site home ordinarily is not.

How do you build next week's schedule in under an hour?

Recurring work should not be rebuilt weekly. If you are dragging the same five nights into place every Thursday, the problem is the tooling, not the schedule.
